中国农业科学院农业资源与农业区划研究所2020年“青年英才”招聘公告

中国农业科学院农业资源与农业区划研究所(简称“资划所”)于2003年5月由中国农业科学院土壤肥料研究所(成立于1957年8月)与农业自然资源和农业区划研究所(成立于1979年2月)整合组建而成。是以土壤肥料、农业资源利用和区域发展为主导的国家级公益性综合研究机构。

研究所围绕现代农业发展、国家粮食安全和生态文明建设中的国家战略需求,以及农业资源与环境学科的科学前沿,建成为:世界一流的农业资源与环境领域的综合研究机构;国家农业资源高效利用、动态监测和科学管理,以及农业生态环境建设中,不可替代的国家级公益性、社会性研究所;农业资源与环境领域国家高层次人才培养基地。

目前研究所内设机构为27个,包括7个管理部门、14个科研机构、6个支撑机构。现有在职职工中,高级职称占62%,拥有博士学位的科研人员占59%。现有中国工程院院士1人,欧洲科学院院士1人,其他国家级、省部级人才称号近20人。

研究所现有14个科研创新团队,1个国家工程实验室,部重点实验室5个,各级试验站(基地)11个,研究所是国家发改委甲级农业工程咨询资质单位,编辑出版《植物营养与肥料学报》、《中国土壤与肥料》、《中国农业资源与区划》、《中国农业信息》和《农业科研经济管理》等学术刊物。与欧盟联合研究中心、日本东京大学等超过30个国际一流大学和研究机构签订了合作协议,并建立了稳定的合作领域和交流机制。

应聘者需满足中国农业科学院“青年英才计划”入选基本条件及“引进工程”入选者条件。

二、 聘期待遇和支持经费

科研工作经费:所级人才第一年科研启动费100万元/人/年。

岗位补助:院级入选者除享受该岗位正式职工的基本工资、绩效工资、国家统一规定的津贴补贴等待遇外,可再享受10万元/人/年的岗位补助。

住房补贴:院级入选者可以选择购买院所政策性保障住房或领取租房补助等方式解决住房问题。"引进工程"院级入选者还可以租住院所周转住房或者按照100 平方米的住房标准申请最高为100 万元的安家费补助。

人文关怀:协助"青年英才计划"入选者的户口调入和家属随迁,协助做好子女入托或上学、配偶就业等工作。

以上各类人才具体操作及其他保障措施参照《中国农业科学院农业资源与农业区划研究所“青年英才”管理办法》等。

三、 招聘程序

1. 报名申请。全年受理报名,招满为止。应聘人员可于公告之日起,发送报名电子邮件到指定邮箱dbrs@caas.cn,并随附简历和应聘材料电子版,邮件主题请以“应聘+岗位名称+姓名”命名。

2. 资格审查。我所有关部门根据岗位所需条件对报名人员进行资格审查,并将通过资格审查的人选提交评委会。评委会确定面试人选,安排面试。

3. 应聘答辩。我所统一组织面试评估,择优确定录用人选。

4. 确定人选。经研究所集体研究确定拟聘人选,选派专人进行考察,并在一定范围进行公示。

5. 报院备案审核、签订管理协议。公示无异议后将相关材料报中国农业科学院备案,通过备案审核后双方签订管理协议,并办理相关聘用手续。

Young Talents Recruitment Announcement 2020

The Institute of Agricultural Resources and Regional Planning of CAAS (hereinafter referred to as the Institute) was established by restructuring the Institute of Soil and Fertilizer (which was established in August 1957) and the Institute of Agricultural Natural Resources and Regional Planning (which was established in February 1979) in May 2003. It is a national comprehensive public welfare research institution engaged in the utilization of soils and fertilizers and agricultural resources, as well as regional development.

Focusing on the national strategic requirements for the development of modern agriculture, national food security and ecological civilization construction, and the scientific frontier of agricultural resources and environment, the Institute has become a world-class comprehensive research institution in the field of agricultural resources and environment, an irreplaceable national public welfare and social research institute that promotes efficient utilization, dynamic monitoring and scientific management of national agricultural resources, and the construction of agricultural ecological environment, and a national high-level talent training base in the field of agricultural resources and environment.

At present, the Institute has 27 departments, including 7 management departments, 14 scientific research departments and 6 supporting departments. Now 62% of its employees have senior titles, and 59% of them are scientific research personnel with doctoral degrees. There is 1 academician of Chinese Academy of Engineering, 1 academician of the Academy of Europe, and nearly 20 national, provincial and ministerial talents.

The Institute now has 14 scientific research and innovation teams, 1 national engineering laboratory, 5 key ministerial laboratories, and 11 test stations (bases) at all levels. As an entity with Class-A agricultural engineering consulting qualification approved by the National Development and Reform Commission, the Institue has edited and published many academic journals such as the Journal of Plant Nutrition and Fertilizer, Soil and Fertilizer Sciences in China, Journal of China Agricultural Resources and Regional Planning, China Agriculture Information, and Management for Economy in Agricultural Scientific Research. We have signed cooperation agreements with more than 30 world-class universities and research institutions such as the European Commission’s Joint Research Centre and the University of Tokyo, and established stable cooperation projects and exchange mechanisms.

The applicants shall meet the basic requirements of CAAS Young Talents Program and the qualifications of “Introduction Project”.

II. Salary and Support Funds

Scientific research funds: Institute-level recruits will receive a start-up fund of RMB 1 million/ person/ year for in the first year.

Post subsidies: In addition to the basic salary, merit-pay and allowances stipulated by the country, academy-level recruits can also enjoy post-subsidy of RMB 0.1 million / person / year.

Housing subsidies: Academy-level recruits may choose to purchase a policy guaranteed house or receive rental subsidies to solve housing problems. Academy-level recruits of the Introduction Project can also rent a low-rent house of the Institute, or apply for a subsidy of up to RMB 1 million according to the housing standard of 100 square meters.

Humanistic care: We will provide assistance in the transfer of household registration and family members of recruits of the Young Talents Program, as well as assistance in their children’s education, spouse employment, etc.

III. Recruitment Procedure

1. Submitting an application. We accept the application forms in the whole year until there is no vacancy. Applicants can send an application email to dbrs@caas.cn from the date of the announcement, and attach their resume and application materials in digital version. Please fill out the subject of the email with “application + position + name of the applicant”.

2. Qualification review. Relevant departments of the Institute will review the qualifications of applicants according to the requirements of each position, and submit the list of candidates who pass the qualification review to the panel of judges. The panel of judges will determine the list of candidates for interview and make arrangements for the interview.

3. Application defense. The Institute will organize an interview assessment and select the best candidates.

4. Determining the candidates to be hired. The candidates to be hired will be determined after the collective research of the Institute, and specialists will be selected for investigation and publicity within a certain range.

5. Reporting to the CAAS for registration and review, and sign management agreement. After the announcement without objection, relevant materials shall be submitted to CAAS for filing. After passing the filing review, both parties shall sign a management agreement and handle relevant employment procedures.

4. Academic degree certificates and employment certificates at home and abroad; more than 2 recommendation letters by experts are required for young talents;
